Register Your Pet


  1. Microchip your pet and register the details.   Registrations can be completed online via the NSW Pet Registry or Service NSW using your MyServiceNSW Account. You can also register your pet in person at the Lane Cove Council offices or at any Service NSW Centre.
  2. Many different types of pets can be microchipped, so ask your vet if your bird, rabbit, goat or bunny can be microchipped.  More details on microchipping can be found here.   You can also check your pet’s microchip details by clicking here.
  3. if you move or change your phone number update your details with the NSW Pet Registry. Update your details so that on the day of your move the new details are available;  More information on updating the details of your pet here.
  4. Always have two phone numbers registered (we did have a situation where the owner was overseas and the only way the owners knew their pet had escaped was they saw it on ITC);
  5. Do not just rely on a microchip, sometimes it can be difficult to read a microchip (particularly on older pets). Make sure your pet has a collar and your phone number is embroidered on the collar.  We have had many pets where their details are on a tag hanging from the collar.  A hanging tag can come off it if the pet gets stuck on a fence or in bushes.

There are several cafes that are pet friendly in Lane Cove.  Nibu Cafe has a large outdoor area where dogs are welcome and even get a doggie biscuit.

Unwined Espresso Bar has an outdoor area where there is a dog bowl waiting for your dog.

The Diddy allows dogs on the lower green.

Bella Bacio Cafe in Lane Cove North has an outdoor area that is dog friendly.

There is also a special dog cafe at Blackman Park called Puppy Tail Cafe.  Where you can buy something for your dog and you.

In 2019 a new off-leash dog park was officially opened at Blackman Park Lane Cove. The fenced area provides additional off-leash exercise space and includes water, shade, seating and agility equipment for dogs of all sizes. Off-leash use of the ovals B3 and B4 remain when sporting activities are not in progress.


Lost and Found Pets


Lost Pet

If you have lost a pet the first thing to do is to contact all the local vets to see if your pet has been handed in.

Losing a pet is a traumatic experience for you, your family and your pet. Creating a profile on the NSW Pet Registry offers the best chance for your pet to be returned to you.

If you already have a profile, log on and make sure your contact details are up to date.

The Lost and Found Registry function allow members of the public to advise a pet owner they have found their pet via a secure message.

Most pets go missing when there are fireworks, a big storm or you have people working on your house and they forget to shut the gate.  This is the time you must be vigilant.

Finding a Pet

If you find a pet then you should take the pet to the nearest Vet to ask them to read the microchip.

If there are no details on the microchip contact In the Cove and we will put a call out for the owner.  Please provide a picture and details of where the pet has been lost.

 


Renting with a Pet


Trying to find a rental property with a pet can be tricky. The rental market can be competitive and having a pet doesn’t always help. It’s best to provide as much information about your pet as possible. In the Cove has created an In the Cove – Pet Resume Template for you. Sending a pet resume along with your rental application shows you are a committed pet owner, your pet is well looked after which means they are less likely to be noisy, smelly or destructive.

Another tip is to offer a slightly higher rental price, the owner may not be interested in a pet living in their property but sometimes a bit extra rent can help ease any fears of losing money as a result of pet-related damage

Pets and Apartment Living


 

You may have recently seen publicity about Pets Owners and Apartment Living.  Apartments built before the early 2000s are most likely to include a blanket ban on pets in apartments for owners and occupiers (ie renters).  A recent court case held that this by-law was harsh and unconscionable.  This decision does not mean all apartments are required to permit owners to keep pets or that owners corporation have no say about pets in their apartments.

For apartment owners, this decision provides them with a gateway to having a pet in apartments that previously had a blanket ban.  The owners corporations will no longer be able to unreasonably withhold their consent.

But don’t get too excited, the NSW State government needs to put in place an amendment to strata legislation that will provide certainty on the issue of pets and apartment owners.  If a building is not currently pet-friendly it is unlikely that the owners corporation will agree to pets without putting in detailed and restrictive rules.  It would then be up to the pet owner to argue before a tribunal that the rules were harsh and unconscionable.  This could be a long process.

In 2016, new model by-laws were introduced that provide owners corporations with options to control whether pets are allowed, and on what terms. For example, the owners corporation may choose to have a by-law which:

  • allows owners to keep a pet and simply provide 14 days notice from when the pet has started living on the lot owner’s property or
  • allows a pet with the written permission of the owners corporation and the owners corporation cannot unreasonably refuse permission. If they do refuse, they must give the owner written reasons outlining why the pet is not being permitted.

In all cases, the owner must still supervise their pet, clean any common property that is soiled, and ensure their pet is not noisy or negatively impacting on other residents.

Before buying an apartment check out the bylaws and see what you need to do.  If a pet is allowed with the permission of the owners corporation, make it easier for the owners corporation to consent to the pet by filling out the Pet Resume we have for renters and obtain referrals.

If the owners corporation refuses consent and give reasons, and you are not satisfied with the outcome then you may want to go through a mediation process.  Details on how to do this are here.

Barking Dogs


 

All local councils have statutory powers to deal with barking dogs. Under the Companion Animals Act 1998, a council officer can issue a nuisance order to the owner declaring the dog a nuisance if it barks or makes another noise that keeps occurring or continues to such a degree that it unreasonably disturbs neighbours.

For example, if you complain about a noisy dog, the council officer can investigate to substantiate your complaint. This may include collecting evidence such as written statements from neighbours, asking you to keep a diary of when the noise occurs, and visiting the property where the dog is kept (check with your council about what evidence is required).

If the complaint is substantiated, the officer can issue a nuisance order. Before doing so, the owner of the dog must be given prior notice of the officer’s intention to issue a nuisance order. The notice must specify what aspects of the dog’s behaviour need to change to prevent the disturbance from continuing. It must also inform the owner of their right to object to the proposed order, and that the objection must be in writing and submitted within 7 days of the notice being issued. If an objection is received, the officer must then consider whether it is appropriate to issue the order. Once an order is issued, it remains in force for six months and cannot be appealed against.

If the owner does not comply with the order, the offender is liable for a fine of up to $880 for the first offence and $1650 for the second and each subsequent offence.

Prowling Cats


 

There is no law that states you have to keep your cat indoors. However, local councils encourage owners to keep your cat indoors at night, as there are benefits to both the cat and the community.

Yowling and fighting is more of a problem at night. The noise is likely to be intrusive and may keep your neighbours awake. Keeping your cat indoors at night is recommended in the interests of both your cat’s safety and community harmony.

Many kinds of native wildlife are more active or more vulnerable to hunting at night. According to the Office of Local Government there is evidence that cats hunt more during the night. By keeping your cat indoors, you can help reduce the number of native birds and animals that are killed in your area.

Authorised council officers can issue nuisance orders to cat owners in certain circumstances.

The Office of Local Government is supporting councils and cat owners to better manage cats through improved public education and targeted compliance action. A comprehensive package of Good Neighbour resources was released by the Cat Protection Society of NSW, with the support of the NSW Government, councils and other stakeholders.

The Good Neighbour Project is designed to support cat owners to provide the best feline welfare and wellbeing outcomes for their cats at the same time as minimising the impact of cat ownership on the local community.
