Welcome to our week in review.
Issues with Ticketless Parking System in Lane Cove Market Square
The ticketless parking ticket system malfunctioned in the Lane Cove Market Square carpark (also known as Woolies Car Park) on Friday, January 19 2024.
On Friday, January 19 2024, a roving reporter noticed that the cameras did not appear to be working when she exited the car park – see her post below on Lane Cove Chat by ITC. When she arrived home, she checked her registration on www.lanecoveparking.com.au and found that her car was still noted as active (i.e. still located in Lane Cove Market Square). She notified the Lane Cove Council.
We asked the Lane Cove Council the following questions:
Was there an issue at Lane Cove Market Square and Little Street Carpark with the cameras malfunctioning?
Only Lane Cove Market Square.
If so, were The Canopy and St Leonards car parking stations also impacted?
No other car parks were impacted. Only Lane Cove Market Square.
Was the error only on January 19 2024?
Yes, the issue occurred on Friday, January 19 and was fixed on the same day.
Please provide Lane Cove Council’s confirmation that fines will not be issued for January 19 2024.
Correct. No PINs will be issued for Market Square on Friday, January 19. Additionally, the parking amount owed for any vehicles exiting the car park during the outage has been changed to $0.
Has the issue been fixed?
Yes. Ybern confirmed that they were able to rectify the issue and restart the cameras on Friday, January 19 2024.
What caused the issue? On January 18, 2024, there was an Ausgrid blackout around the Lane Cove Market Square location.
Ybern has confirmed that the issue was due to the cameras freezing, but they cannot guarantee that it was related to the power outage.
Although Lane Cove Council has noted that Lane Cove Market Square was the only council car park impacted by the fault, ITC recommends that if you do receive a Lane Cove Council parking fine for exceeding the 3-hour time limit on January 19 2024, and you did not exceed the time limit, you should contact [email protected] to dispute the fine.
Please read our article here to learn how to avoid parking fines at Lane Cove Council -operated car parking stations.
NSW Police Issue Safety Warnings for Roads and Waterways
If you are out on the road or on the water (which some Lane Cove locals like to do), please be careful this Australia Day Long Weekend.
NSW Police issued the following warning:
“NSW Police have issued the following reminder about being careful on the roads and in the water over the Australia Day Long Weekend.
The NSW Police Force is encouraging everyone to look out for their mates and loved ones this Australia Day long weekend, as they launch a state-wide police operation.
Operation Australia Day 2024 will commence at 00.01am tomorrow (Thursday, January 25, 2022) and run until 11.59pm on Sunday, January 28, 2024.
Police will be out in numbers – on the ground, in the air and on the water – as general duties officers are supported specialist units including the Police Transport Command, Traffic and Highway Patrol Command, Public Order and Riot Squad, Operations Support Group, Mounted Unit, Dog Unit and PolAir.
Double demerit points will apply for the duration of the operation for speeding, mobile phone, seatbelt, and motorcycle helmet offences.
The Minister for Police and Counter-terrorism, Yasmin Catley, encourages the community to behave in a way that reflects our shared values as Australians to ensure a safe and enjoyable day for all.
“Mateship, camaraderie, respect and diversity are all part of our story, and everyone has a role to play in looking out for their mates and loved ones this Australia Day,” Minister Catley said.
“If you plan on drinking, have a Plan B and know how you are getting home. Do not drink and drive and take care on and around waterways.”
Operation Australia Day 2024 Commander, Assistant Commissioner Stephen Hegarty, said police are working closely with other government agencies to ensure a safe environment for all communities across metropolitan and regional areas in NSW.
We want everyone to feel safe and respected as we come together to reflect on our shared history and celebrate contemporary Australia,” Assistant Commissioner Hegarty said.
“We all love a good long weekend, however, what you need to know is your limits when consuming alcohol. Look after your mates, have a plan to get home safely, and know that police and emergency services are on hand if you need help.
“Our message is clear: make this an Australia Day to remember, not one you’d rather forget. Anti-social behaviour will not be tolerated,” he said.
Australia Day was typically one of the most popular days to be on the water and Marine Area Commander, Superintendent Joe McNulty, Command is reminding skippers to check their vessel is in good working order and ensure the required safety equipment is on board, including lifejackets.
“Life jackets should be used by anyone heading out on a boat, jet ski, or kayak; as well as rock fishers.
“On Australia Day, Marine Area Command officers will also be focused on drink driving and will be random breath testing skippers on the water. The legal alcohol limit is 0.05 and anyone detected operating a boat while under the influence will face fines and charges,” Mr Mcnulty said.
Traffic and Highway Patrol Command Commander, Acting Assistant Commissioner Anthony Boyd, said “If you are planning to drink, don’t drive. Leave your car at home and catch public transport, taxis, or organise a designated driver.”
“Both marked and unmarked police cars will be out in force patrolling all major roads and back streets – so don’t take the risk because you will get caught,” Acting Assistant Commissioner Anthony Boyd said.
Transport for NSW Coordinator General Howard Collins said public transport services would run to a weekend or public holiday timetable with around 200 extra services, helping move thousands of people around throughout the day and night.
“Public transport is the best way to get to Australia Day events with road closures around Circular Quay and The Rocks in effect from as early as 4am,” Mr Collins said.
There will be major road closures in place on Australia Day and delays are expected. Extra public transport services will run, and people are encouraged to plan their journey ahead at transportnsw.info; and check traffic updates at the Live Traffic NSW website: www.livetraffic.com.au.”

Have Your Say on the Draft Swimming Pool Inspection Programme
Lane Cove Council invites locals to provide feedback on the draft swimming pool inspection program.
The Swimming Pools Act 1992 and Swimming Pools Regulation 2018 are the legislation relating to NSW swimming pool requirements. The Act and regulation require that all Councils develop and adopt a program for inspecting swimming pools in their area.
The Act and Regulations do not require the Council to inspect every pool but mandate inspections for certain types of pools, i.e. tourist & visitor accommodation, along with properties that contain 2 or more dwellings. The draft program includes the requirement for these pools to be inspected every three years.
Lane Cove Council notes on their website:
“Council’s draft swimming pool program aims to increase pool safety awareness and compliance and to explain the scope of the proposed inspection program.
This program addresses each of these responsibilities and proposes that Council where resources permit and there is no valid certificate of compliance or occupation certificate carryout a risk-based inspection program.”
This consultation will close on 06 February 2024. To provide your feedback on the pool inspection programme, you are invited to take this survey (there is no other method mentioned of providing feedback (i.e. email or post).
ITC note: Councils were given six months to implement a Mandatory Pool Safety Inspection Programme after the Swimming Pool Act 1992 amendments came into force in April 2016.
In April 2016, the Lane Cove Council resolved to adopt pool safety enforcement procedures but did not resolve to adopt a Mandatory Pool Safety Inspection Programme. A Lane Cove Council compliance officer alleged he initially raised concerns about the lack of a Mandatory Pool Safety Inspection Programme with the Council’s General Manager, but when he was unsatisfied with the response he received, he made a report under the Public Information Disclosure Act and sent the report to the media and the Mayor. Mayor Scott Bennison told ITC there would be an independent investigation – we have not been advised if this investigation has been completed. For more information, read our article here.
